You can't say they had no intention of moving off that position- you can only say "Given our options, we'll take Goff" is the position they took.

The reason you wait is to see if any other "positions" happen to present themselves at the last minute.

This isn't rocket science. I have no idea why I keep posting...

And if you "lock into one player" you're foolish. No player in the history of the game ( especially one that hasn't taken a single snap at the pro level) is untouchable. None.

Even IF they had zero intention of moving from that position, listening doesn't change it, hell in this world anything can happen. From arrest to death and everything in between and outside of it, professing otherwise is silly.

Let's break this down.

The object of playing is to win.
The season goal is to win the championship.
QB is the only piece of the championship puzzle they believe is missing from their team.
They are convinced that this one QB is the only guy who will take them to the championship in the next few years.
They spend the next couple of years opportunities (draft picks) to get the chance to select this 1 player.
They have planned their teams development, explained, and convinced the owner that this one guy - and only this one guy in the next 2 or 3 drafts can take them over the top.
They have taken weeks if not months to plan their draft strategy for this draft with the picks they have remaining.
They believe so strongly in this player they have bet their employment and reputation on making the move up for this QB.

Believing that he is the only player that will take them to championship means that if they trade back down in the last few minutes, they will give up the chance to get to the championship. Regardless of how the player eventually turns out, THEY BELIEVE THE ABOVE TO BE TRUE. It's not about what happens in his career, it's about what they believe at the time they draft. No Front Office is going to spend the future picks and future money to move up to get a player they don't believe in.

Given the above, they are not going to trade down at the last minute.
There is no reason to wait 10 minutes to hand in the card other than to create some drama.

North,

It takes the Rams a long time to do anything. Fisher is basking in that ten minutes as it's most likely his last. Plus, they were probably ordering a pizza or two. Ultimately, who cares?

It's not about what happens in his career, it's about what they believe at the time they draft - False.

No Front Office is going to spend the future picks and future money to move up to get a player they don't believe in. - True, UNLESS something BETTER is offered, OR something unforseen happens like a picture surfacing of you taking bong hits, a car accident, a murder investigation, a serious health concern etc, etc, etc literally thousands of things that COULD happen.

Given the above, they are not going to trade down at the last minute. - Assumption

There is no reason to wait 10 minutes to hand in the card other than to create some drama. - False. There are literally thousands of reasons from "more marketing time for the NFL" to "death by ceiling fan" and beyond.
