As far as I know, there is no clause in Paul's will, nor would I think that the other owners would permit one, that would prohibit an owner from relocating the team. From the owner's point of view, they would be fools to allow such clauses to exist as it would reduce the potential resale value of a team if it were limited to just a specific city or region. They wouldn't be able to blackmail the public into building them a new stadium if the threat to move the team didn't exist. That's likely the reason why the state added the clause about the 10% fee on a resale, so it would discourage a sale to a new owner who would move the team.
