This proposal seems absurd to me.

"The former Wisconsin coach (Bret Bielema) pointed to the recent death of California football player Ted Agu during a training run, saying the inability to substitute an injured player between plays could lead to injury or death."
There's been very rare and random deaths on the practice field for 70 or 80 years. It didn't start with the hurry up offense. This seems to me like a "if you can't beat it, ban it" proposal aimed at a few teams like Oregon.
