He's never going to be Russell Wilson. If he had that ability he would be touted as a can't miss HoF QB like they are doing with Luck.
That being said, they want to develop him - or at least see if he can progress to be conservative and make the right plays. If he can show he won't be risking turnovers, he might challenge Jackson as the backup.
I can see them keeping 3 QBs Wilson, Pryor, and Daniels if Pryor can show he can play without turning the ball over. He has more athleticism than Wilson, but the game hasn't developed between his ears at this point.

He is an FA after this season, its not worth a roster spot for a guy to develop knowing he in all likelihood is leaving, as there is no way he will be ready to be a decent backup this year if ever. BJ looks better then TP.

What team would sign him today as a FA and a starter at QB?
I can't think of any, so he might stay and learn behind Wilson while he learns to be a Pro. I'd rather be a backup on a team with a legit chance to win than on a team that flounders because like you said, he isn't ready to start.
Of course there's always the possibility he's a bit delusional...

Or they have it that way because they know that BJ can go to the PS, and TP cannot. The reality is until the real depth chart comes out after the cuts we will not know. By the way TP played Friday and TJ did not does that mean he is ahead of TJ? No, they know what they have in both BJ and TJ, they are giving TJ every chance to prove he is better than one of them, so far as a QB he is not proving it.
