As a municipal parks director who oversees lots of green space (including a golf course), I can tell you that in this region, the large turf watering exemptions are a thing of the past....meaning we are in stage 3 of our water crisis plan and our parks are crispy. All that said, I would be willing to bet that the nfl gets a pass and h2o is not the Santa Clara team's problem.
Although there are some districts up in the Yakima Valley that have had some pretty challenging conditions in years past, my irrigation district has never imposed so much an odd/even watering restriction let alone dictate specific things the water can be used for.
